
Democracy in the Algorithmic Age: Europe's Bid for Technological Sovereignty
Understanding the Cloud and AI Development Act (CADA) and the need for public oversight of critical digital infrastructure.

This is the context behind the European Commission's newly proposed Technological Sovereignty Package, unveiled on June 3, 2026. Featuring the ambitious Cloud and AI Development Act (CADA) and "Chips Act 2.0," this package represents a necessary and historic effort by democratic nations to regain control over their digital destiny.
II. The Architecture of Autonomy
The European Technological Sovereignty Package is not merely a set of regulations; it is a structural blueprint for digital independence. It focuses on rebuilding Europe's capacity across the entire technology stack, from physical silicon to algorithmic governance.
At the core of the package are two major pillars:
1. Chips Act 2.0
Building on the 2023 Chips Act, this updated framework shifts focus from emergency semiconductor supply management to long-term strategic development. By streamlining permitting processes to target a 12-month turnaround for new fabrication plants and expanding state aid for pioneering facilities, the EU aims to secure its physical supply of semiconductors. Without local chip manufacturing, every software regulation is written on sand.
2. The Cloud and AI Development Act (CADA)
CADA addresses the infrastructure and algorithmic layers. It mandates a tripling of European data center capacity over the next seven years by facilitating access to energy and land. More importantly, it establishes a strict, EU-wide sovereignty rating framework for cloud and AI providers. The highest tiers of this framework require that providers not be subject to extra-territorial laws of foreign nations.
In practice, this means public sector contracts—governing energy grids, public transportation, and health records—must be hosted on platforms that are legally accountable to the citizens they serve, free from the threat of foreign "kill switches" or surveillance.
III. The Democratic Stance: Technology as a Public Good
The Global Federation welcomes this package as a vital defense of democratic integrity. For too long, the digital commons has been treated as a private marketplace where the rules are written by shareholders, not citizens.
Technological dependence is a strategic vulnerability. When critical civic functions are outsourced to private monopolies, democratic governance is compromised. CADA's focus on technological sovereignty is not protectionism; it is the democratic regulation of the algorithmic layer.
We must establish three key principles:
- Sovereignty Over Code: If a system governs public life, its algorithms must be transparent and accountable. Secret proprietary code has no place in democratic public services.
- Infrastructure as a Utility: Just as water, electricity, and roads are managed as public goods, cloud computing and AI capacity must be treated as essential public infrastructure.

Democracies must resist this pressure. The market must serve the public interest, not the other way around.
By building local hardware capacity through Chips Act 2.0 and enforcing strict democratic accountability in the cloud through CADA, Europe is setting a template for how free societies can govern technology. The challenge now is to expand this framework globally, ensuring that the digital future is shaped by citizens, for citizens, in a network of cooperative sovereignty.
